A second federal lawsuit has been filed alleging racial discrimination and retaliation within the Fort Worth Police Department. And this suit, like its December predecessor, stems from the so-called “snowman incident” of February 2010 that resulted in an outside report in which officers alleged “hostile, intimidating behavior … on multiple occasions over [a] three-year period.”
On Monday three longtime officers — Lt. Eldridge Edney, Sgt. Roy Hudson and Sgt. Dwayne Dalco — sued the city and now-former police chief Jeffrey Halstead for “race discrimination, harassment, hostile work environment and retaliation.” Hudson is president of the Fort Worth Black Law Enforcement Officers’ Association and in September called for Halstead’s firing, telling the Star-Telegram that he “irreparably harmed the careers of many minority officers.”
The officers’ new suit begins like the one filed in December by Delbert Johnson, a 24-year veteran of the force — with black officers being shown “an offensive picture of Sgt. Ann Gates holding a noose around a snowman’s neck with a police cap on his head and a banana in his hand.” The officers say the photo was taken outside the Traffic
Enforcement Section building by another officer — Sgt. Mike Cagle — and that both he and Gates were ultimately investigated by Internal Affairs and admonished for the photo after an investigation.
The new suit, like its predecessor, recaps the series of incidents that culminated a supervisor admitting he sent an anonymous letter to Halstead in which he accused Johnson of stealing federal grant money. In his suit, Johnson says finding that photo ruined his career in the Fort Worth PD, with Halstead promising to make things right but instead changing his job duties and cutting his pay — “a punch to Sgt. Johnson’s gut,” says his suit, “completely changing the quality of his and his family’s personal lives.”
The suit filed Monday goes far beyond that, detailing the alleged behind-the-scenes doings in the department only hinted at in the independent Coleman Report released last August. Long story short, says the suit: Halstead told Johnson that “everything that was happening to Sergeant Johnson was Lt.
